WHAT MAKES THESE BIKES LEGAL?

A complete breakdown of federal electric bicycle law and how these bikes comply.

THE FEDERAL LAW — 15 U.S.C. § 2085

Under the Consumer Product Safety Improvement Act (15 U.S.C. § 2085), a "low-speed electric bicycle" is defined as a two- or three-wheeled vehicle with an electric motor of less than 750 watts, whose maximum speed is no more than 28 mph on a paved level surface when powered solely by the motor.

  • Class 1 e-bikes: Pedal assist only, max 20 MPH
  • Class 2 e-bikes: Throttle-assisted, max 20 MPH
  • Class 3 e-bikes: Pedal assist (may have throttle), max 28 MPH

All three bikes on this site operate as Class 3 e-bikes: 750W motor output limit and 28 MPH top speed.

HOW THE BIKES COMPLY

1

CONTROLLER PROGRAMMING

The motor controller enforces a hard ceiling of 750 watts of power output at the firmware level. This cannot be changed by riding mode settings. The controller will never allow the motor to exceed 750W regardless of throttle input.

2

SPEED LIMITER

A hardware speed limiter provides a second, independent layer of speed capping. This dual-layer approach — firmware plus hardware — ensures maximum compliance confidence under all riding conditions.

3

PERFORMANCE VERIFICATION

Each bike is tested on a flat, dry surface with a calibrated GPS speed meter. Motor output is verified with a power meter at the controller. Results are logged and available as documentation upon request.

4

DOCUMENTATION

Each bike includes a compliance certificate documenting: bike model, date, motor output readings, speed test results, and technician contact information.

COMMON QUESTIONS

Q: Can these bikes be ridden on the road?

A: Class 3 e-bikes are permitted on roads and most bike paths in most U.S. states.

Q: Can these be made to go faster?

A: Not without significant technical expertise. The dual-layer speed limiter (firmware + hardware) makes accidental bypass impossible for the 28 MPH cap.

Q: What gear should riders wear?

A: We strongly recommend a full-face helmet (DOT or ECE certified).
