Street-Legal Electric Bikes, E-Motos & E-Scooters: The Complete Buyer's Guide
Choosing an electric ride should not mean choosing between performance and staying on the right side of the law. Legal Moto Dealer exists to remove that compromise. Every bike, e-moto and e-scooter in our catalog is sourced from the official manufacturer and then locked to a street-legal configuration before it ever reaches your door, so you get the look and the capability you want without registration, insurance or licensing headaches.
In the United States, federal law (15 U.S.C. § 2085) defines a low-speed electric bicycle as a two- or three-wheeled vehicle with a motor under 750 watts and a top speed no greater than 28 mph. That definition anchors three classes: Class 1 is pedal-assist only up to 20 mph, Class 2 is throttle-assisted up to 20 mph, and Class 3 is pedal-assist up to 28 mph. Our pedal, pit and e-moto bikes are configured as Class 2 or Class 3 machines, capped at 500W / 20 mph or 750W / 28 mph depending on the mode you select, with a firmware-level speed limiter plus a hardware limiter for a dual-layer guarantee.
In the European Union and EEA, the reference standard is EN 15194 for pedal-assist cycles: 250W nominal rated motor power with assistance cutting off at 25 km/h. Personal light electric vehicles (e-scooters) follow country-specific rules, with motor limits ranging from 250W in France, Spain, Finland, Portugal and the Nordic states (including Norway) up to 1000W in Luxembourg and Belgium, and top speeds of 20 km/h in Germany, Ireland, Denmark, Sweden, Norway and Poland, rising to 25 km/h in most other countries. Every scooter we list is locked to your selected country's exact legal limit.
E-motos — Sur-Ron, Talaria, E-Ride Pro, Qronge and the rest — are built on full-size off-road platforms but are capped to the same 750W / 28 mph (US) or 500W / 32 km/h (EU) envelope so they ride as street-legal e-bikes rather than unregistered motorcycles. E-scooters from KuKirin, Ausom, Joyor, Dualtron, Navee and iScooter are likewise locked to 500W / 20 mph in the US, 250W / 25 km/h in Australia, and your country's specific 250W–1000W / 20–25 km/h limit across Europe.
The guarantee is built into the purchase itself. When you click Buy Now, the checkout link carries an embedded order note instructing the seller to lock the vehicle to the legal configuration for your region. No emails, no phone calls, no extra steps — the lock instruction travels with the order automatically and the seller honors it as a condition of being listed. To pick the right model, start from your local legal class, then narrow by range, weight and use case using our AI lookup and per-country compliance pages.
